Police shoot knife-wielding man
Family spokesman questions officers' decision to use deadly force

Folsom’s Easter morning silence was broken by the sound of gunshots, leaving a 23-year-old man dead after an altercation with police.

Officer Michelle Beattie, Folsom Police Department public information officer, said that officers had been responding to a welfare check on the Folsom man, who has been identified as Joseph Han.

“At 10:30 Sunday morning, officers arrived at a house in the 100 block of Elkins Circle,” she said.

Officers were called to check on the man because his family was worried about him, she said.

“Family members had called FPD, saying they were concerned about (Han),” Beattie said.

According to family members, Han hadn’t eaten for three days, was hallucinating and locked himself in his bedroom.

When the officers arrived, the family members led them inside the house. At that point, Han, armed with an 8-inch long knife, allegedly came at the three police officers, Beattie said, “in a threatening manner.”

Officers drew their department-issued Taser stun guns and ordered Han to surrender.

“(Han) refused the officers’ commands,” Beattie said, “(and) kept advancing towards them.”

Beattie reported that one of the officers fired his Taser twice. While the Taser probes struck Han, he wasn’t affected, according to police.

“The suspect was still armed and very agitated, threatening the officers. Fearing for their safety and the safety of the other family members,” she said, the other officers drew their service sidearms.

“Once again, they ordered the suspect to drop the knife and surrender. He refused to do so,” she said.

The two officers fired their weapons, shots striking Han. Beattie reported that once the suspect was down, officers immediately started first-aid procedures and called for medical services.

Han was taken to U.C. Davis Medical Center, where he later died due to his injuries.
Beattie said that the three officers, all police veterans with a combined law enforcement experience of more than 30 years, have been placed on paid administrative leave, pending an investigation.

“Not knowing all the facts, the officers were acting as they should because of the circumstances," said Folsom resident Dave Parker.

El Dorado Hills resident John Schell agreed.

“I assume the officers were doing the right thing,” Schell said.

Arora Hyanes, of Cameron Park, said she believes officers took the right course of action.

“If the man was attacking the officers with a knife, then the cops were in the right,” she said.

James Shin, a Han family spokeman, told CBS13 news the family questioned the officers' decision to use deadly force.

"Whether three police officers had to go in there and surround a single individual who weighs like 130 pounds or less, when the nature of the call did not involve anything criminal, we really question whether or not the shooting is justified," he said.

The family also told the TV news station they had not ruled out taking legal action against the Folsom Police Department.

As a neighbor of Joseph Han, I think it is important to let the public know Joseph's family called the PD for help in getting their son to a hosptial for help. They are devasted that they engaged help from the PD and trusted they would get help, only to watch their son being shot. The PD was informed before entering the house that Joseph was not acting in usual character, had not eaten for several days, he was apparently hallucinating, and that he did have a pocket knife in his room. They were asked to use a taser if needed. Joseph is all of 120 lbs., and with not eating for five days, he had to be weak. I cannot vouch as to why he was not acting himself, but being otherwise a well-liked acheiver with no record, it seems that the police officers went to extremes. He was shot in the leg and chest; wouldn't the leg have been sufficient enough to disable him.? Remember, he was not acting himself and this alone could create a situation where he was not even coherent enough to hear their requests to drop the knife. If he lunged at the officers he couldn't have lunged at all three at once. Apparently the officers used a taser and it was not effective; do they not carry tear gas anymore as another alternative? If the three officers couldn't handle this young man of slight stature without a fatal ending, then it scares me that they are not better trained. Whatever the outcome of the investigation, the bottom line is that they only needed to disable him so he could get help, not cut short his promising future.

I feel for the family, they only wanted help for their family member. I agree with the first person who wrote their comments, and boy is it scary when you have trigger happy cops. Most of whom are very young and have ego's the size of the universe. I hope and pray that the family takes appropriate action to see that these officers are held accountable for their actions, and that the investigation is in their favor. I do believe that they acted in an aggressive manor and that they could have taken better actions to have ended this ordeal with saving and preserving life, that is what they are supposed to do. But here we go again, paid leave for three officers that is just ridiculous.

The Folsom Police are brutal and ridiculous kids are rebelling in this town because the have bo respect for these offices. If the police couldn't overpower this little man I dont feel safe in folsom. my heart goes out to his family and everyone else who have been mis treated by this police force.

How is the community supposed to respomd to something liike this? Should we continue to trust murderous cops? Should we even call the police when we need help when there is the possibility of being shot dead. No, this is not some foreign country with a secret police force and totalitarian leader. This is a place where citizens have inaliable rights; the first of which is the right to LIFE. Folsom police officers have a disrespectful and dangerous attitude in general(anyone who has dealt with them outside of a banquet or fundraiser knows this) and often abuse their power. Now this has turned into 3 cops gunning down a tiny man. Are they on steroids? Is there no background check system? Who gave these idiots guns? If these guys are back on the street, it is not a safe situation for the people of Folsom. If the police can kill whomever they choose then civilians have no power under the law and these uneducated, violent thugs hold it all in their clammy, shaking trigger fingers. So what to do? Resist. Simple and plain. Take the power back. The only way to not have to live in fear of those in charge of protecting us is to take away the power they have to control us. If you get pulled over in Folsom, don't stop or you may be shot. Don't call the cops for help or you may be shot. The only way to show these people that they need to respect our rights is if we show them that they have lost their power and authority.

3 things to remember before you all pass judgement on this situation.

1. None of you were there so you don't know what really happened.

2. The event will be fully investigated by not only the Folsom Police Dept, but also the District Attorney's Office.

3. None of you have ever come up against a hallucinating person who is armed with a knife and attacking you.

I wasn't there either, but I have been in very similar situations. Before condemning anyone involved, let the investigation be completed and then determine what occurred. Or are cops presumed guilty in this city?

What the...? Is it just default that the public support the police? Some family members are worred about their son whom has locked himself in his bedroom. So the 'peace officers' come over to their home and shoot him. This is just plain wrong, discusting, sick, immoral,...the list goes on. Guess there is no hippocratic oath that the cops have to take. If you can not help, above all, DO NO HARM. So how does their son, who has not eaten for day, be too much for 3 police officers??? Their son was also shot multiple times...This is unexcusable...And some how this will play out the same as other police crimes and the people told that the police were acting in the appropiate manner and put back out on the streets. This was unappropriate. Should be against any kind of perceivable policy...There is a saying, "we deserve the government we have." In other words, if we do nothing about it, then we deserved to let the criminals rule...The public that I know, does not support these kind of cops/peace officers/police/criminals. We all make mistakes, but this beyond that. This was a loss of life that could have been preventable, not escalated to a one-sided shooting.

As a friend of Jo's growing up I want to thank the majority of you for your heartfelt comments on here and realization of the excessive force by the Folsom Police Officers.

JCamous- No I have not been in this situation, nor will I ever most likely. BUT I am not a TRAINED police officer who should know how to subdue a 120 lbs man with a knife...A KNIFE...He had no gun, no taser, no pepper spray, but they did. There should have been a procedure for this situation. A mentally unstable person barricaded in his room does not warrant deadly force...knife or no knife. The family called out of concern for Joseph, not for their lives. These cops should be trained to shoot to disarm, not shoot to kill. The fact alone that he was shot in the chest is the obvious reason this was excessive. He had no prior criminal record, yet the police seemed to react like he was some junkie in the hood. All we are saying is that there should be some sort of justice for this excessive force and these police officers who have been referred to as the "best trained" in the nation on numerous occasions should be trained to handle this situation without killing the perp, on drugs, not on drugs or whatever. That shouldn't be the part of this that is most talked about, but obviously if the Tox. Screen comes back saying that there was in fact something in his system the media will make heros out of these cops and it's wrong. They are said to "serve and protect" tell me how they protected Jo? The kid needed help, not to die...and no, cops aren't presumed guilty, just these ones are!

Its very interesting how the story keeps changing on this subject, now they are more adding more detail, well regardless, when two officers open fire and not to stop but to kill. That is excessive force! I hope that this doesnt get swept under the rug! I have been a witness to many times when this particular department has crossed the line. And it always seems to be the younger ones. I feel like more training is needed and perhaps a way of shrinking their egos too! I pray for the family for their loss. I hope that God see's too that they were done wrong will take justice in his own hands.

I love hearing about how you all think the officers were so far in the wrong. It does not matter if Joseph was 2 feet tall and weighed 50 lbs. He had a weapon that could have killed anyone of those officers. I think you all have forgotten that the police are to protect not just serve, officers main goal is to return home safely everyday. If someone is coming at you with a knife who is clearly not in their right mind as you all point out, do you really think there is anyway of talking him out of trying to harm an officer or even himself. You all have said it the officers gave several orders in which Joseph ignored. Then one of you actually said even if he lunged that he couldn't have lunged at all three officers at once. That is the dumbest thing i have read. Officers are trained if they are going to use their firearm it is to KILL the subject. Its so easy for people to point out the awful deeds of the police, yet how many of you put your life out there for someone else. All of you are cowards.

First and foremost I would like to say that my thoughts are with Jo's family and the Folsom PD as well as their families. I was not there on Easter morning but did receive information from a very reliable unbiased source. From what I have heard it appeared that Jo was "coming down" off of something possibly meth, explaining the lack of sleeping and eating. If any of you have been around a person that has been using meth, they have incredible strength, not that of a typical 120 pound individual. The story goes like this from what I was told. The officers asked him many times to put down the knife, and no it was not a pocket knife but an 8 inch butcher knife. He refused and lunged toward the officers, they tased him (the taser did not fail it was just not successful in stopping him), he lunged again, they tased again (again successful with no result), he lunged again, they then shot him in the leg (this is what was being reported), and sadly he lunged one final time with deadly results. Do you honestly think that these officers wanted to kill Jo on this day? Do you think that that's what makes them tick? These officers have families themselves and I can't fathom them wanting this outcome...come on guys get real. It is tragic no doubt.

Who are you three to say get real or even call anyone a coward? Yeah everyone has their own opinions and thoughts but let me tell you this regardless of who you are and what you think, YOU GUYS will never know how it feels to lose Joseph Han as a older brother and someone I grew up with. He was a friendly guy that was smart and intelligent. I'm friends with his younger brother and known him since i was a baby. Whoever else that comes here and tries to speak their mind that has no relation to Joseph Han or his family please be quiet and exit this site and mind your own business. NOBODY KNOWS WHAT HAPPENED BECAUSE YOU GUYS WEREN'T THERE but i'm pretty quiet sure that Joesph's mom wouldn't lie to my mom or her own sister about exactly what happened. Korean Times and the Korean Community will get down to this. We lost two... TWO INNOCENT LIVES of our community and believe and trust that we will not back down to your VIOLENT and RIDICULOUS AMERICAN officers any longer. I live in folsom and I know how filthy FOLSOM pd can get when pulling over a car. Most of the times I get pulled over in Folsom I feel harassed because I'm asian. Yeah you can comment about this and say what you would like but its funny how I get treated differently but elk grove pd and sac pd. Matter of fact since everyone else speaks their mind llet me speak my mind. Folsom pd are inexperienced regardless of being in the service of matter of years they rarely have any hands on experience on these situations or worse. Sac pd and Elk Grove pd have much and many more worse experiences. They let a person with a GUN that shooting back even LIVE by shooting at them somewhere else and what did folsom pd do shot joseph right in the chest because what a camping knife??? No it was wrong and yeah if they are so called trained maybe they should put that to use. I dont care what i would do if i was in that situation that isnt the matter right now. THE MATTER IS THAT JOSEPHS FAMILY LOST THEIR OLDER SON BY CALLING POLICE TO HELP THEM GET HIM TO A HOSPITAL AND FAMILY FRIENDS LOST A VERY INTELLIGENT AND ADMIRABLE MAN because POLICES STUPID MISTAKES. If you been behind a cops car they have a system to check if that person has any sort of criminal record and they should have used that in use before killing a man. everyone else that supports Josephs family thank you so much. Just remember we are all on the same boat and further more media will always takes folsom police's side and we all know that the media is false.

As a former Folsom resident I am stunned. The Folsom PD has got to be held accountable. There are so many of our children that are harrased by these officers. Michelle Beattie even said to my sons face reacently that she is waiting until he is 18 to ruin his life like they have ruined there friends. There are a small hand full of good officers that have been a positive influence on my kids> taking the time to talk to them. Our hearts are broken. To loose a child this way is just disgracful. These officers have murdered Joseph.....

Sounds like murder to me.. Police are supposed to be train to not use deadly force unless they have too. They get paid well, with HUGE pensions, to do this job. They don't get paid to just get home every night, like a silly comment above. If they can't handle it, then pick a different career.

Big mistakes call for big punishment.

With all of the interest in this story and the tradegy, I would request that this paper follow up on the outcome of the "administrative leave".
